Job Summary:
The nation's leading local health department seeks a motivated, dynamic Health Alert Network (HAN) Administrator (Computer Systems Manager) professional to join its award-winning, innovative technology team. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorker's health and improve DOHMH's business operations. The DOHMH HAN is a Center for Disease Control and Prevention (CDC) mandated system that facilitates the secure dissemination of alerts and other important health information to healthcare providers (and other relevant partners). On a national level, the HAN program aims to ensure that each community has rapid and timely access to emergency health information and serves as a component of the overarching public health emergency preparedness capability to ensure interoperable systems are communicating data about public health incidents to the appropriate responders

This individual serves as DIIT's primary liaison for all emergency preparedness and response IT related matters. This individual will be expected to work non-business hours during emergencies and to disseminate notifications and will be assigned to on-call duty during non-emergency periods.

HAN Coordinator for Agency

Keeps content on HAN current and rapidly disseminates CDC and DOHMH issued notifications to the HAN user base. This includes the management of DOHMH's supplementary broadcast alert system. Triages and troubleshoots any HAN system issues, which includes understanding all components of the HAN as well as the systems that it depends on (e.g. DOHMH portal). Conducts ongoing needs assessment and requirements collection to continually monitor effectiveness of the HAN and define necessary enhancements. Implements HAN revisions and informs users of updates. Increases HAN user base and awareness of HAN. Includes outreach and marketing to healthcare provider community as new potential users. Also includes coordination with the CDC to maintain awareness of federal HAN requirements and updates, as well as communication with other local jurisdictions. Coordinates and sends HAN Alert notification to DOHMH users and HAN users all year round, 24x7.

Incident Command System (ICS) Liaison and COOPS Coordinator
Participates in the agency wide development of plans and protocols for emergency and Continuity of Operations Planning (COOP) preparedness and response. Participates in emergency preparedness and response drills and exercises. Participates in ICS Liaison meetings and coordinates/communicates IT needs to the IT division.

HAN Administrator

Continues the development and implementation of the HAN website; develops function requirement documents for HAN website improvement; designs and develops HAN document management and collaboration platform. Ensures that enhancements for the HAN following the initial timeline and any deviation from original requirement is documented and brought to the attention of all stakeholders. Works closely with CDC staff and DOHMH BEM staff; ensures that the project team clearly understand any new HAN requirements, and coordinates any issues that arise during the development process; administrates and manages HAN users and groups, security access; provides documents and trainings. Works closely with NYCMED administrator for seamless identity management and integration.

PREFFERED SKILLS: Strong technical background including familiarity with web-based technologies, Microsoft MOSS 2007 platform for content management and documents collaboration, and extensive experience maintaining web content; excellent written and verbal communication skills; excellent analytical skills and solutions-oriented; ability to extract requirements and translate business need into technology specifications. Must work independently but must also be able to lead teams from various backgrounds and with various programs goals; familiarity with the Public Health Information Network (PHIN) for secure public health messaging a plus; Public health, emergency preparedness or other healthcare backgrounds a plus; MSCE desired; good understand and experience Microsoft Windows 2003 and 2008 servers, MS SQL 2005 and 2008, Active Directory; experienced with Sharepoint 2007, good understanding workflow, content management, indexing, .net and Visual Studio development platform and toolkit.

Experience Required:
1. A Master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or

2. A Baccalaureate degree from an accredited college and four years of experience as described in (1) above; or

3. A four-year High School diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in (1) above; or

4. A satisfactory combination of education and experience equivalent to (1), (2) or (3) above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in (1) above, including the 18 months of administrative, managerial, executive or supervisory experience as described in (1) above.

NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
