The Bureau of Environmental Emergency Planning and Response (BEEPR) is comprised of three Units which focus on Industrial Hygiene and All-Hazards Occupational/Environmental, Biological, and Radiological Emergency Response Planning and Operations. BEEPR develops and maintains the capability and expertise to support response to a variety of environmental emergencies and provides technical support to Incident Commanders, Agency leaders, City partners and First Responders. The vacancy position for Lead Technical Incident Responder (Lead TIR) is within the Radiation Emergency Response Unit. BEEPR staff perform in-office technical work in between emergencies and provides onsite field assessment and support at major emergencies and/or special deployments. BEEPR staff are not first responders but do perform work in areas where Level C Personal Protective Equipment (PPE) is sufficient. BEEPR staff carry cell phones and other communications devices and may be called upon to respond to emergencies during non-business hours.

This position is essential to the development and deployment of an effective public health response to radiological incidents. The incumbent will perform the following tasks: Act as the Lead Technical Incident Responder in planning and response to radiological incidents affecting the public, workers, or the environment; manage technical grant or other projects; perform radiation dose/risk assessment; prepare written plans and technical documents such as fact sheets, criteria documents, etc; represent the Agency; provide subject matter expertise to the DOHMH and other agencies or stakeholders; cross-train to respond to All-Hazards situations; assist in the recognition, evaluation and control of hazards, assist in directing or overseeing mitigation and/or environmental decontamination; at times may supervise staff in office and/or in the field. The incumbent will also perform radiological environmental sampling; assist with Personal Protective Equipment (PPE) selection and personnel training and the selection of detection and sampling equipment.

The qualified candidate will possess:

1. A Doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A Master's degree from an accredited college in one of the areas above and three years of responsible full-time research experience in the appropriate field of specialization; and

3. Experience in radiation control, environmental field assessment or decontamination, radiation program management, public health, occupational health, or health physics.

4. Certified Health Physicist, Certified Industrial Hygienist, Certified Safety Professional preferred.

Education and/or experience which is equivalent to (1) or (2) above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in (2) above. Two years as a City Research Scientist Level I can be substituted for the experience
required in (1) and (2) above.

Appointments to this position are subject to a minimum probationary period of one year.
