Job Description & Experience:
Executive Director, Regional Integration Center


Join a world-class emergency management team that is building a regional resilience to catastrophic disasters.

The Regional Catastrophic Planning Team (RCPT), a national initiative funded by The US Department of Homeland Security to enhance catastrophic preparedness in high-risk areas, is currently seeking a RIC Executive Director to oversee the Regional Integration Center (RIC). The Regional Integration Center is the planning cell that will direct an integrated planning process and build regional catastrophic plans. The RIC Executive Director will scope, initiate and execute the planning process and administering program objectives by coordinating with the project leads and the management of consultants. This position requires a candidate with exceptional team management skills, preferably experience in emergency planning, contracting, and document development. The outstanding candidate will have an understanding of emergency preparedness in urban and suburban environments and direct experience working in emergency management to improve regional security and resilience.

Responsibilities:
' Coordinate with government, non-profit, public and private agencies to develop regional response plans.
' Write or approve consultant task orders and assist with the management of consultants.
' Establish planning procedures, benchmark existing plans, and manage the process of producing final reports, plans and other deliverables.
' Provide direction to planning teams regarding contracting, plan writing and the production process
' Create task orders for vendor projects.
' Responsible for executing the vision and mission of the RCPT and accountability to the RCPT and FEMA.

Qualifications:
' A Bachelor's Degree in Business Management, Public Policy or related field, and four to five years of professional experience in one or a combination of the following: urban planning, emergency management, public administration, engineering or another field of specialization related to the above goals OR
' An MBA or Master's Degree in Public Policy, Urban Planning, Emergency Management, Public Administration, Engineering, or related field, and three to five years of professional experience in one or a combination of specializations related to the above goals.
' Experience coordinating and overseeing multiple vendor projects.
' Superior human resources management
' Superior project management and time management skills.
' Excellent oral and written communication skills, with demonstrated technical writing skills.
' Knowledge of RFP process and experience in grant proposal writing or other contract writing.
' Experience in group facilitation and management.

The ideal candidate will have an interest in public service, the ability to deliver complex projects, the ability to manage multiple projects in a high pressure work environment, experience benchmarking regional operational plans, and the ability to think resourcefully and strategically in a deadline-driven environment.
