The New York City Department of Health and Mental Hygiene's, Public Health Laboratory (PHL) is seeking an experienced, talented, and highly-motivated executive to serve as the First Deputy Director under the direction of the Assistant Commissioner. The PHL is one of the largest public health reference laboratories in the country and, with a staff of over 200, provides state-of-the-art laboratory testing for health care organizations, patients, environmental samples and agents that may be related to bio or chemical-terrorism. Joining the PHL's management team, and under the direction of the Assistant Commissioner, this position will be responsible for:
- Ensuring that the mission, goals and objectives of the PHL are met.
- Coordinating the activities of the different sections of the PHL.
- Exploring new technologies, procedures and computer applications to improve the PHL's proficiency and efficiency in providing state-of-the-art laboratory services.
- Developing policies, protocols and procedures for the operation of the lab.
- Ensuring compliance with all regulatory agencies' laws, codes and requirements; and professional accrediting organizations' recommendations and guidelines.
- Working with the directors of other bureaus within the Department (such as Communicable Diseases, STD, TB, HIV, Lead Poisoning Prevention, Food Safety and Community Sanitation) to maintain and improve laboratory testing services to support their activities.
- Liaising with external agencies such as the New York State Department of Health, CDC, FBI, and local agencies such as Police, Fire, Emergency Management, etc. to ensure that the PHL is prepared to meet any public health emergency.
- Working with the Department's administration to recruit, retain and develop professional staff.
- Representing the PHL at local, state and national meetings and conferences.
- Acting as the PHL director in the absence of the director.
The ideal candidate will possess:
- A clinical Laboratory Director's permit issued by the New York State Education Department or be eligible for it.
- A MD degree or a Ph.D. degree in the physical sciences with extensive experience in the technical and administrative operations of a Clinical or Public Health Laboratory.
- Strong verbal and written communication skills and work well within a management team environment.
- Experience in both a microbiology and environmental laboratory.
