POSITION SUMMARY:
The DSN Facilities HVAC Operations Engineer (OE) is responsible for sustaining and supporting the development of the HVAC assemblies in the Facilities and Antenna Subsystems serving NASA's Deep Space Communications Complexes (DSCCs) in Australia, Spain and California. The HVAC assemblies encompass HVAC for Data or Signal Processing Centers (SPCs), Multi-frequency Antennas and cooling systems for high power electronic critical equipment, as well as HVAC systems for administrative and support-type buildings, including the ITT Monrovia facility. Process cooling experience, such as chilled water plant and distribution systems, is highly preferred. The candidate will assist in the planning, design, analysis, cost estimating, and overall technical direction of the subsystem in support of the Deep Space Network (DSN), Development, Operations and Service Office (DDOSO), Office 925 at NASA's Jet Propulsion Laboratory (JPL). The HVAC OE shall also serve as project implementation engineer of repair and/or replacement projects, and under the direction of the CDE, the candidate may be expected to take the technical lead in the implementation of projects involving the centralization and automation of chilled water systems into single centralized systems. The OE may also assist the HVAC Cognizant Development Engineer (CDE) in specifying hardware, preparing construction drawings and specifications, as well as financial and budgetary responsibilities. The candidate shall support in the resolution of technical HVAC system problems and implementation of corrections, including analysis of equipment performance, equipment replacement and identification of spare parts. Additional responsibilities include support of the DSN Engineering Change Management (ECM) Board in the development, evaluation and costing of Engineering Change Requests (ECRs), the preparation and delivery of Engineering Change Orders (ECOs) or Modification Kits (Modkits), and the troubleshooting, resolution and closure of Discrepancy Reports (DRs). The candidate will be expected to quickly familiarize himself with the forms and functions of the DSN HVAC assemblies in both the Facilities and Antenna Subsystems, working closely in coordination with supporting electrical and civil engineers, as well as with operations personnel at the DSCCs. Overseas travel may be required.
MAJOR JOB ACTIVITIES:
The candidate will be part of a multidisciplinary engineering team and therefore must be an excellent team player. He shall possess extensive experience in the implementation and testing of air distribution systems, chilled water generation and chilled water distribution systems, HVAC power distribution equipment and system automation. He shall also possess a working knowledge of UBC, NEC and other relevant codes, and must have experience with automatic HVAC control systems, PLC logic and PID control diagrams. The HVAC OE should possess a working knowledge of PLC Ladder, Boolean and PID programming, and have demonstrable skills in PLC, DDC and DCS systems. He must possess and demonstrate excellent oral and written communications skills, and a working knowledge of MS Office, with the ability to prepare presentations in MS Power Point, reports in MS Word and spreadsheets in MS Excel. The position requires an understanding and basic utilization of MS Project for scheduling and AutoCAD for proper system documentation.

The HVAC OE shall have a B.S degree in Mechanical Engineering.
Experience:
With a minimum of 4 years related experience, or more than ten years of directly-related work experience equivalency in lieu of a completed degree, with the explicit intent of completing a B.S degree in mechanical engineering
